If no command is currently processing, the function issues the command and returns TRUE. Otherwise, the function does nothing and returns FALSE.
Synchronizes communication between parent and child. The send/receive packet size set by the parent is copied to the child.
The call fails if a command is still processing.
Each child device calculates the transfer unit size and bitmap buffer size based on the size setting. Therefore, this function must be called at least once before calling the WBT_GetBlock
function.
